I'm confus.
100% Spell Haste on that 2.5 Spell would only take it down to 1.25,... which means 70% can't take it down to .75... |

As far as I have known it only increased the number of spells you could fire in a given amount of time, EG: 1 Frostbolt / 2.5 seconds with 0% haste and 2 Frostbolts / 2.5 seconds with 100% haste. |
